Company DescriptionRichland County Board of Developmental Disablities is dedicated to supporting people to be valued members of their community and to live the life they desire. Job DescriptionPRIMARY FUNCTION: Under the supervision of the Director is responsible for the supervision of the Residential Supervisors, Supervisor of Food Services, Recreation Coordinator, Lead Recreation Coordinator, and Coordinator of Service and Support. Responsible for the overall operation of the Residential homes including adequate staffing, staff training, and insuring consistent supervision on all shifts. Plan, implement, supervise and evaluate service delivery, including services not delivered within the Residential site.NATURE OF WORK: 1. Supervises activities of Residential Supervisors and monitors, evaluates and provides feedback and direction to the operations of direct care staffing. Provides oversight of Direct Support Professionals as needed. Executes frequent planning and monitoring of staffing patterns, including review of direct care staffing schedules, ensures adequate staffing numbers. Ensures Newhope policies and Residential procedures are followed. Meets with supervisors on a regular basis, evaluates performance, schedules supervisors, approves/disapproves requests for leave, recommends disciplinary actions, provides staff development, training, and implements actions which would increase efficiency and effectiveness of the department.2. Identifies vacancies and recommends Direct Support Professionals for hiring process. Works closely with Human Resources to efficiently hire for vacancies including participating in the interview process for potential new hires. Develops, implements, monitors, and revises direct support professional staff training including the training process, tools, and requirements. Leads the Direct Support Professional Supervisors to ensure quality training to all new Direct Support Professionals. Provides quality assurance checks to ensure Direct Support Professionals, both new hires and established employees, have received thorough and satisfactory training. Provides oversight of the Residential Supervisors to ensure that all training required/needed for Direct Support Professionals occurs (i.e. CPR, First Aid, Defensive Driving, Over the Road Training, Delegation, CRT, etc.)3. Plans, implements, and conducts training and evaluates delivery of habilitation services to participants. Monitors and ensures effective delivery of the IHP process and in conjunction with the supervisory team. Implements standards of appropriate accreditation and regulatory agencies and provides oversight and leadership to the team during surveys.4. Coordinates Residential Supervisor schedules and caseloads to provide adequate supervision 24 hours per day. Is on-call on a 24-hour basis. May be required to work various shifts to cover for Residential Supervisors or to monitor shift activities.5. Ensures that all ICF/DD facilities are routinely cleaned and repaired, safe, and in compliance with all local, state, and federal guidelines for said facilities by ensuring monthly inspections are conducted, initiates or has initiated, and monitors completion of work orders. Corresponds regularly with central maintenance, assisting in coordination of capital improvements; responding to any and all rules or standards related to the physical operations of a residential facility; and, making any changes as may be indicated by regulation revisions and/or survey results.6. Leads and ensures safety committee meetings are held regularly, monitors and maintains records of accidents and injuries in department, observes for trends and patterns, makes recommendations for corrections of safety issues. Develops, updates, and monitors safety related procedures (fire evacuation, weather safety, site security, etc.). Completes monthly in-services and trainings per ODH and Licensure guidelines to maintain compliance. 7. Maintains necessary records and reports in a timely manner, consistent with accreditation and regulatory standards. Participates in Medicaid/Licensure surveys as required. Ensures that subordinate staff members complete and submit documentation in a timely and accurate manner.8. Communicates and interacts with other departments, agencies, and other area agencies/professionals regarding residential habilitation programming. Acts as a resource and consultant in all areas relating to habilitation programming within departments. Serves as part of the Residential management team.9. Supervises/coordinates investigations; including major unusual and unusual incidents, staff related incidents, other issues/concerns.10. Prepares various reports and documentation relating to department (i.e. goals, objectives, documentation manuals, etc.).11. Participates in development and monitoring of budget for department (i.e. revises and makes budgetary recommendation, monitors/evaluates expenditures, etc.) Participates in inventory control of items purchased by department.12. Serves as a member of the Residential Leadership Team. Works cooperatively to achieve the Mission and Vision of the Agency. 13. Performs other duties as assigned to include but limited to, with current certification, can perform delegated nursing services as required and only in accordance with both the Richland County Board of Developmental Disabilities policy and procedures on Delegated Nursing and any applicable state laws and regulations.14. Serves (as assigned) as the lead coordinator for Crisis Response Training (CRT) and ensures there are trained CRT trainers within the Residential Department. QualificationsQUALIFICATIONS: Completion of Bachelor's degree in Education, Psychology or Human Service Field required with minimum two (2) years management or supervisory experience. Minimum three years experience working with individuals with developmental disabilities. Strong preference given to candidates with program experience in ICF/DD residential setting. Must be physically able to lift 50 lbs., bend, stoop, position and transfer.Must possess and maintain a valid Ohio Driver's License and maintain insurability as required by Board Policy.Additional InformationBenefits: Sick and personal time, vacation and holiday pay, tuition reimbursement, employee assistance program, and retirement.
